DSWD and UNICEF Partner to Strengthen Social Protection for Children in Emergencies

In a significant move towards enhancing disaster response and social protection, the Department of Social Welfare and Development (DSWD) and the United Nations Children’s Fund (UNICEF) have forged a strategic partnership. The memorandum of understanding (MOU) signed between DSWD Secretary Rex Gatchalian and UNICEF Philippine Country Representative Oyunsaikhan Dendevnorov outlines the implementation of a Standby Agreement on Emergency Cash Transfer (ECT) specifically designed to address the needs of children and families affected by disasters.
The formalization of this partnership, which took place on April 11, signifies a milestone in delivering swift and effective aid during critical times. Secretary Gatchalian highlighted the innovative nature of this collaboration, emphasizing its potential to serve as a blueprint for future initiatives and broader implementation.

UNICEF’s Dendevnorov underscored the life-saving impact of this partnership, particularly in providing essential assistance to vulnerable children and families in the aftermath of disasters. The MOU is a framework for implementing the ECT mechanism, ensuring that disaster-affected households receive timely financial support through existing DSWD programs and disaster response frameworks.

The ECT mechanism bridges gaps between initial relief efforts, humanitarian assistance, and early recovery support. By leveraging this innovative approach, DSWD and UNICEF reinforce social protection systems and enhance resilience among communities facing disaster risks.
This collaborative effort reaffirms both organizations’ commitment to prioritize the welfare and well-being of children and ensure they receive the necessary support and assistance during emergencies.
