Philippines and EU Launch DRREALL TA Program for Disaster Risk Reduction and Management

The collaboration between the Philippines, the European Union (EU), and Agence Française de Développement (AFD) has resulted in the launch of a comprehensive Disaster Risk Reduction Enhancement at the Local Level Technical Assistance (DRREALL TA) Program. This initiative, aimed at bolstering disaster risk reduction and management (DRRM) capacities, marks a significant step towards enhancing local government units (LGUs) readiness and response capabilities in the face of escalating climate challenges.

The DRREALL TA Program, co-funded by the EU and AFD, is strategically designed to address critical gaps in DRRM, including risk-informed planning, integrated capacity development strategies, effective utilization of local DRRM funds, and gender-sensitive disaster response measures. These focus areas are crucial for ensuring the protection and resilience of communities, particularly those most vulnerable to natural and human-induced hazards.

One of the program’s key objectives is facilitating high-level policy dialogue among government and non-government stakeholders. This dialogue aims to set essential policy directions and foster co-ownership and accountability in disaster risk reduction efforts. By engaging a wide range of stakeholders, including LGUs, partner national agencies, and French institutions, the program seeks to create a collaborative and inclusive approach to DRRM.

The DRREALL TA Program’s implementation, scheduled from 2024 to 2027, will be carried out in close partnership with Expertise France, renowned for its expertise in development projects. This collaborative approach underscores the commitment to leveraging international expertise and resources to build resilient communities and enhance adaptive capacities in the face of climate-related challenges.

In a recorded statement, Secretary Ralph G. Recto of the Department of Finance (DOF) emphasized the program’s significance in addressing the Philippines’ diverse climate challenges. He highlighted the importance of tailoring climate projects and programs locality, ensuring maximum impact and sensitivity to local vulnerabilities.EU Ambassador Luc Véron echoed these sentiments, emphasizing the EU’s commitment to supporting the Philippines in improving climate resilience locally. The program aligns with broader initiatives such as the Team Europe Green Economy Initiative, showcasing a comprehensive approach to addressing climate change and promoting sustainable development.

Undersecretary Marlo L. Iringan of the Department of the Interior and Local Government (DILG) reaffirmed the government’s commitment to leading LGUs in developing strategies for climate-resilient governance. Strengthening LGUs in delivering devolved services and protecting local citizens from hazards remains a top priority in building a climate-resilient Philippines.Philippe Orliange, AFD Executive Director of All Countries’ Operations, emphasized the importance of long-term partnerships in advancing climate adaptation efforts. By mobilizing French expertise through organizations like CEREMA and Expertise France, AFD aims to support the Philippines in enhancing adaptation capacities and implementing effective flood risk planning strategies.
